Decent Budget Cooler.

Would recommend - yes

Didn't overclock my cpu so can't speak to its abilities with overclocking. But it's keeping my 3770k nice and cool at stock speeds. However it was very hard to install. It wasn't complex but I had to really force the cooler mounting to get it to clip it. Much more then Any other cooler Iver used before. It was abit freaky even for some one that's built 5 or 6 pcs over the years.
